About MSHA

Mine Safety and Health Administration

MSHA enforces compliance with mandatory safety and health standards at all mining and mineral processing operations in the United States. Unlike OSHA, MSHA has its own set of regulations under 30 CFR with specific training requirements, inspection schedules, and reporting obligations unique to the mining industry.

Key Differences from OSHA

MSHA inspects every mine at least 2-4 times per year (vs. OSHA complaint-driven)

Specific training hour requirements (24hr new miner, 8hr annual refresher)

Mandatory reporting of all accidents, injuries, and illnesses within specific timeframes

Mine-specific hazard plans required for each operation

Part 46 covers surface mines; Part 48 covers underground and surface metal/non-metal mines

Pattern of Violations (POV) program for repeat offenders
